21世纪海上丝绸之路与环南海公共外交

The 21st Century Maritime Silk Road and public diplomacy over the South China Sea

当前,在推进"一带一路"倡议实施、扩大早期收获方面,海上丝绸之路建设的进展相对滞后,其阻力和障碍之一便是南海争端的现实存在。有鉴于此,必须基于民心相通的内在要求,大力开展面向环南海国家的公共外交,不断消除周边国家在此问题上对中国的负面认知,从而为21世纪海上丝绸之路建设提供广泛的认同与支持。

At present, the development of the 21 st Century Maritime Silk Road is lagging behind in China's implementation of the Belt and Road Initiative and the call for early results. One of the obstacles is the dispute over the South China Sea. Given this, we should enhance public diplomacy in countries around the South China Sea to better connect the heart of the people, to gradually eliminate the negativeperception of China on the issue in relevant countries and to provide support for the development of the 21 st Century Maritime Silk Road.
