21世纪以来,印度在经贸、外交、安全等领域展露出强劲的发展势头,其国家实力显著增强。随着中国"一带一路"倡议的提出,印度作为"海上丝绸之路"辐射区域中的重要国家,为了应对邻国的强势崛起和亚太形势的诸多变化,印度政府在地缘范围和战略议题等方面也做出了相应的调整。"季风计划"作为莫迪政府的"软实力"战略,表明印度将以开展文化外交的方式推动其区域战略目标的实现。印度"季风计划"与中国的"海上丝绸之路"在战略空间范围和战略内涵上存在大量的重叠,就当前中印双方的战略态势分析,"季风计划"势必掣肘"一带一路"建设的实施。

Following the proposal of China's Belt and Road Initiative, India, as an important country in the "Maritime Silk Road" radiation circle, to respond to the emergence of its neighbor and multiple changes to Asia-Pacific situation, has promoted relevant adjustments on geographical range and strategic topics. "Monsoon plan", the soft power strategy of the Modi administration, is a demonstration of India employing cultural diplomacy to push forward its regional and strategic goals.India's "Monsosn Plan" and China's "Maritime Silk Road" have a great number of overlaps in strategic and spatial scope, and in strategic meaning. According to the analysis of present strategic situation between China and India, the "Monsoon Plan" will certainly hold back the Belt and Road Initiative.
