南宁市基本公共卫生服务项目实施情况分析

Analysis on the implementation of basic public health service project in Nanning city

自2009年国家基本公共卫生服务项目在南宁市启动以来,各项工作受到高度重视,全市的基层医疗卫生机构得到了普遍发展,并取得一定成效。居民健康水平不断提高,慢性病防控能力增强,传染病得到有效控制,医养结合步伐加快,群众获得感增强。然而现阶段项目实施过程中也遇到诸多瓶颈,阻碍了项目的正常开展,例如:政府职能作用发挥不明显、资金使用效率低、机构能力建设有待提升、信息化建设滞后和政策宣传不到位等问题。此文基于南宁市基本公共卫生服务项目背景和实际工作,对目前实施情况进行分析、梳理和研究,从政策措施、资金筹措和项目实施的工作进展进行总结,就完善项目工作提出相应的对策与建议:通过加大资金投入,完善考核机制;加快信息化建设,提高管理效率;加强服务宣传,提高居民知晓率;以重点项目为推手,打造惠民工程。

National basic public health services in Nanning started since 2009,it attaches great importance and works common in the basic medical and health institutions in the city,and achieves some results.Health level of residents had been improved,chronic disease prevention and control ability had been enhanced,infectious diseases had been effective controlled,the pace of medical integration was accelerating,and the sense of gain among the masses increased.However,there were also many bottlenecks in the implementation process of the project at the present stage,which hindered the normal development of the project,such as the lack of obvious function of the government,low efficiency in the use of funds,the need to improve institutional capacity,the lag of information construction,and the insufficient publicity of policies.Therefore,based on the project background and practical work of Nanning city,this paper analyzed,sorted out and studied the current implementation situation,summarized the progress of policies and measures,fund raising and project implementation,and put forward corresponding countermeasures and suggestions for the improvement of project work.Improve the evaluation mechanism by increasing capital investment.Speed up information construction and improve management efficiency.Strengthen service publicity and improve the awareness of residents.Focus on key projects to create projects that benefit the people.
