国内外卫生资源配置研究进展

Research process on health resource allocation at home and abroad

卫生资源配置与人类健康息息相关,对社会经济的发展有相互促进作用。本文分别从制度模式选择、配置现状、配置效率三个方面述评国内外学者对卫生资源配置的研究,在回顾现有文献的基础上提炼构建了研究框架图,对现有研究的局限性进行剖析,对未来研究方向进行探讨,提出未来应加强以下研究:(1)对中外卫生资源配置的制度模式进行对比分析,比较政府主导与市场主导的制度模型之间的异同性,取长补短,优化政策选择。(2)对各国卫生资源配置不均衡的现状进行深度剖析,了解城乡差异、区域差异,结合人口学等多学科因素,深入研究其内在原因,找到有针对性的解决对策,促进卫生资源的均衡配置。对一些重大疾病,探索建立卫生资源评价体系。(3)对效率测评的定量分析方法进行扩展和改进,发掘出更加多元化的评价模型。在对卫生资源配置效率进行评价的基础上分析其内在影响因素,找到有效改进效率的优化路径。

Health resource allocation is one of the hot topic on public policy.The allocation of health resource is closely related to human health,and plays an interactive role on socio-economic development.This paper analyzed the research outcomes in terms of system-mode selection,current research status and allocation utility from foreign and Chinese scholars.The paper illustrated the overall research framework and analyzed the limitations of existing research.And it found the following aspects should be strengthened in future:(1) To make a comparative analysis of the institutional models of health resources allocation between China and foreign countries,and to compare the similarities and differences between the government-led and market-led institutional models,so as to improve the health resources allocation system and optimize policy choices.(2) Unbalanced health resource allocation in different countries was deeply analyzed to understand the regional differences.On the basis of quantitative evaluation,the internal causes of the disease should be studied in depth,and the corresponding countermeasures should be found to promote equally health resource allocation.Exploring an evaluation model to health resource allocation on critical diseases and attempting to find solutions.(3) Based on quantitative analysis model,it needed to explore more diversified evaluation model to evaluate the utility of health resource allocation.As above,the paper analyzed its internal influencing factors and found the optimal path to improve the efficiency effectively.
