2017年黑龙江垦区卫生人力资源现状分析 被引量:1

摘要 目的了解黑龙江垦区卫生人力资源总体情况及公平状况,为垦区卫生人力资源规划、管理提供依据。方法采用现况调查方法对黑龙江垦区2017年卫生人力资源总体情况进行描述,定性资料用χ~2检验进行比较分析,同时利用绘制洛伦兹曲线和计算基尼系数对卫生人力资源情况进行公平性分析。结果 2017年黑龙江垦区每千人口拥有卫生人员8.75人,卫生技术人员7.75人,执业(助理)医师3.13人,注册护士2.63人,公共卫生机构人员0.32人;三类医院的医护比分别为1∶1.35、1∶1.38和1∶0.62。卫生技术人员学历以本科为主,占50.1%,职称以初级为主,占43.67%。三类医疗机构人员学历和职称分布差异有统计学意义(P<0.05);垦区九个管理局卫生技术人员、执业(助理)医师人员、注册护士按服务人口配置的洛伦兹曲线均靠近公平线,基尼系数分别为0.087、0.092和0.168。结论卫生人力资源总体情况较好,分布也较为公平,但仍存在医护比例不合理、护士及公共卫生机构人员缺口大、职称结构不合理等问题。 Objective To understand the general situation of health human resources of Heilongjiang agricultural reclamation area and its situation of equity,provide references for the programming and management of health human resources.Methods The general situation of health human resources in Heilongjiang agricultural reclamation area in 2017 was described by using the method of current investigation.The qualitative data were compared and analyzed by chi-square test,and the equity of health human resources was analyzed by drawing Lorentz curve and calculating Gini coefficient.Results In 2017,per 1,000 population in Heilongjiang agricultural reclamation area possessed 8.75 health workers,7.75 health technicians,3.13 practicing(assistant) doctors,2.63 registered nurses and 0.32 public health personnel.The doctor nursing ratio of the three types of hospital were 1∶1.35,1∶1.38 and 1∶0.62,respectively.Most of the health technicians ever received undergraduate education,accounting for 50.1%,primary professional titles accounting for 43.67%.The differences of educational background and positional titles distribution among the three types of hospital were statistically significant(P<0.05).The Lorentz curve of health technician,medical practitioner(assistant),registered nurse according to service population were close to the fair line,and the Gini coefficient were 0.087,0.092,and 0.168 respectively.Conclusion The overall situation of health human resources is fine and the distribution is equitable.However,problems such as unreasonable medical and nursing ratio,large shortage of nurses and public health personnel,unreasonable professional title structure are still exists.
