安徽省2015—2017年传染病防治卫生监督行政处罚情况分析

Analysis on administrative punishment for health supervision on prevention and treatment of infectious diseases in Anhui,2015-2017

目的通过分析安徽省2015—2017年传染病防治监督行政处罚案件,了解和掌握目前安徽省在传染病防治卫生监督工作中存在的问题,为下一步做好传染病防治监督工作提供决策依据。方法对2015—2017年安徽省传染病防治行政处罚案件的地区分布、处罚对象、案件来源、行政处罚依据、行政处罚类型等方面进行统计分析。结果 2015—2017年安徽省行政处罚案件共1 146起。案件来源主要为监督检查发现;行政处罚法律依据主要为《医疗废物管理条例》和《消毒管理办法》,二者案件占96.12%;行政处罚对象主要为未定级医疗机构,占82.32%。行政处罚类型主要为警告和罚款。结论在加强传染病防治监督执法的同时,应注重均衡发展,着力解决传染病处罚形式单一、处罚力度小等问题。

Objective To analyze the administrative punishment cases of infectious disease prevention and control in Anhui from 2015 to 2017,understand and master the existing problems in the supervision of infectious diseases prevention and control in Anhui,provide decision-making basis for the next step in the prevention and control of infectious diseases.Methods Statistical analysis was carried out to analyze the regional distribution,punishment targets,source of cases,administrative punishment basis and administrative punishment types of administrative punishment cases for infectious diseases prevention and control in Anhui from 2015 to 2017.Results A total of 1 146 administrative punishment cases were filed in Anhui from 2015 to 2017.The source of the cases was mainly for supervision and inspection.The legal basis for administrative punishment was mainly the Regulations on Medical Waste Management and the Measures for Disinfection Management,accounting for 96.12%of the cases.The administrative punishment targets were mainly ungraded medical institutions,accounting for 82.32%.The types of administrative penalties were mainly warnings and fines.Conclusion While strengthening the supervision and enforcement of infectious diseases,we should pay attention to balanced development,focus on solving the problems of single forms of punishment for infectious diseases and small penalties.
