中国疾病预防控制体系发展与改革情况综述

Summary of the development and reform of China’s disease prevention and control system

目的回顾中国疾病预防控制体系发展与改革历程,分析中国疾病预防控制体系发展与改革现状,探讨中国疾病预防控制体系发展与改革可能趋势,为加快中国疾病预防控制体系发展与改革提出政策建议。方法采用文献综述和实证数据分析等方法进行研究。结果经过60多年发展与改革,中国疾病预防控制体系逐步健全发展,为中国卫生与健康事业做出了巨大贡献。但自2009年至今,中国疾病预防控制体系的管理体制和运行机制改革并未取得实质性进展;从人员配置和财政经费保障方面看,中国疾病预防控制体系并未得到加强。结论应以提高人民健康水平为核心,以优化健康服务为目标,坚持政府主导,发挥市场机制作用,深化疾病预防控制服务供给侧结构性改革,加快整合型医疗卫生服务体系建设,推动'健康中国'建设步伐。

Objective To review the development and reform experience of China’s disease prevention and control system in the past,analyze the development and reform status of China’s disease prevention and control system,explore the development and reform trends of China’s disease prevention and control system,put forward policy suggestions for accelerating the development and reform of China’s disease prevention and control system.Methods Literature review and empirical data analysis were used to study.Results After more than 60 years of development and reform,China’s disease prevention and control system had gradually improved,making great contributions to China’s health and health.Since 2009,the reform of the management system and operational mechanism of the Chinese disease prevention and control system had not made substantial progress.From the perspective of staffing and financial support,China’s disease prevention and control system had not been strengthened.Conclusion It should take improving people’s health as the core,optimize health services as the goal,adhere to the government leadership,play the role of market mechanism,deepen the supply-side structural reform of disease prevention and control services,accelerate the construction of integrated medical and health service system,and promote the construction of a healthy China.
