中菲南海争议不断升温的成因分析

An Analysis of the Causes of Continuous Escalation of the Territorial Disputes in the South China Sea between China and Philippines

近年来中菲南海争议不断升温,有人将其成因归咎于中国。为了澄清事实真相,本文对菲律宾在争议中所起的作用进行了详细剖析。首先,菲律宾对南海油气资源的垂涎,特别是阿基诺上台后的单方面油气开发是导致此轮争议升级的重要成因。其次,美日强化在菲律宾的军事存在,特别是美国出于遏制中国的目的而采取的亚太军事再平衡战略,是菲律宾敢于主动挑衅的关键背景。最后,希望将已占领岛礁合法化,则是菲律宾动作频频的深层次原因。菲律宾这一系列的小动作,不但使得争议更加复杂化,还不可避免地加剧了地区紧张局势,应该引起国际社会的高度重视。

In recent years,the territorial disputes in the South China Sea between China and the Philippines continues to heat up,with some people blaming China for their responsibility. In order to clarify the truth,this paper provides a detailed analysis of the role played by the Philippines in these disputes. Firstly,it was the envy of the Philippines for the oil and gas resources in South China Sea,especially the unilateral development of oil and gas after President Aquino took office,that led to this round of escalation in the disputes. Secondly,the strengthening their military presence by the United States and Japan in the Philippines,particularly the American rebalancing strategy in Asia- Pacific for the purpose of containing China stimulated the Philippines' courage to stir up the tension. Finally,trying to legitimate those illegally- occupied reefs is the deep- seated cause of the Philippines ' frequent provocation. This series of tricks of the Philippines not only makes the disputes more complicated,but also inevitably exacerbates the tensions in the region; therefore,the international community should pay close attention to it.
