Inter-regionalism and the Security Regime of the South China Sea

本文就构建南海区域安全机制进行了探索和分析。第一部分对安全区域主义理论进行了综述:首先,是从旧区域主义到新区域主义的发展;其次,是从区域间主义到安全区域主义理论的发展。第二部分结合南海实例,对构建南海区域安全机制的过程和现状进行探析:首先,本文认为南海区域安全机制仍然处于初级阶段,均势和遏制呈现淡退迹象;其次,出现了由弱安全机制向强安全机制发展的苗头,合作安全和综合安全局部出现;最后,安全机制并非是由弱到强直线性前进,而是在曲折中前进,甚至有可能出现倒退。第三部分指出南海区域安全机制中存在的问题与缺陷,结合第一部分的理论为未来南海区域安全机制的构建指明方向。

This article analyses the security regime of the South China Sea. The first part of this article summarizes the theory of security regionalism: firstly,it has evolved from the old regionalism to the new regionalism; secondly,it has evolved from inter- regionalism to the theory of security regionalism. In the second part of this article,it examines the process and status of the security regime development in the South China Sea, which contains several points: the balance of power and containment is gradually fading away; cooperative security is emerging; the security regime will not develop in straight line but move along in a zigzag course or even retreat backwards. At the end of this article,the author points out some problems and defects that can hinder the further development of the security regionalism in the South China Sea.
