利比亚战争是欧洲国家在后冷战时代主导的第一场战争,这场对利比亚的战争和干预表明,欧盟及其成员国在国际社会中并不是纯粹通过使用软力量达到目的,在必要时也会综合地运用军事以及非军事的手段来获取自己的利益。利比亚战争对欧盟的对外干预政策及其国际地位和国际形象都产生了重要影响。

The Libya war is the first war dominated by European countries in the post- Cold War era. The war and intervention in Libya show that the EU and its members are no longer purely use soft power to achieve their goals in the international community; they will combine military and non- military means to obtain their own interests when necessary. Therefore,the Libyan war had a significant impact on the EU 's foreign intervention policy as well as its international position and image. Meanwhile,the study on EU's intervention policy and its behavior in the upheaval in Libya can also provide valuable research materials for our corresponding policy towards EU.
