多层全球治理:地区间与次国家层次的意义

Multi level Global Governance: the Significance of Inter regional and Subnational Levels

全球治理是一个囊括众多层次的治理体系。它不仅意味着全球层次的治理,而且也包含了地区间、地区、国家和地方等其他层次。其中,地区间主义通过制度建设、合理化、议程设定等功能对全球治理起到了补充与辅助的作用,而地方治理亦经由政策落实与政策倡议等途径成为全球治理的基础性环节。当然,无论是地区间治理还是地方治理,都面临着诸多的机遇与挑战。除了政策制定者们的积极思考以外,学术界亦需从跨学科的视角为各层次的全球治理建言献策。

Global governance is a system of governance consisted of several levels. It not only refers to the governance at global level,but also includes inter regional,regional,national,local,and other levels in which inter-regionalism plays a complementary and supplementary role to global governance through its functions such as institution-building,rationalizing and agenda-setting,and local governance becomes a basic part of global governance by way of policy implementation and policy initiatives. Of course,both inter-regional governance and local governance face many challenges and opportunities. In addition to proactive thinking of policy makers,the academia should offer advice and suggestions to global governance at different levels from an interdisciplinary perspective.
