摘要
本文旨在论证在紧缩政策背景下,国际公共产品的供给受到何种冲击。本文认为,在各国采取紧缩政策以克服经济危机的情况下,存在国内支出对国际支出的挤占。欧美发达国家作为国际公共事业的主要推手,在面临债务难题和财政困境的情况下,对国际公共事业投入的意愿会降低。这有可能引起国际公共产品供应的短缺,甚至造成国际公共事业的低谷。以中国为代表的新兴经济体,即便无力弥补因为欧美国家减少投入而造成的缺口,也有责任坚守自己对国际事业的投入。特别是受到国际社会聚焦的中国,更应该适度承担起推进国际公共事业的责任。
This paper aims to expound how the supply of international public goods is affected in the background of austerity policy. This paper argues that,with countries adopting austerity measures to overcome the economic crisis,domestic spending is crowding out international spending. As main promoters of international public causes,the willingness of developed countries in America and Europe to invest in international public causes is on the decline in the face of debt issues and financial difficulties. This may lead to a shortage of supply of international public goods,and even cause a trough in international public causes. Emerging economies,represented by China,have the responsibility to keep their investment in international public causes,even if they are unable to bridge the gap caused by the decrease in investment of the United States and European countries.Being a public focus,China in particular should assume the responsibility for promoting international public causes in an appropriate measure.
