缅甸外交政策调整与中缅能源合作

Myanmar's Foreign Policy Adjustments and the Energy Cooperation between China and Myanmar

在过去很长一段时间里,中缅双方政治互信、经济互利以及高层重视,中国和缅甸之间的能源合作发展迅速,合作水平高、范围广、程度深,处于平稳顺利的状态;然而近两年以来,由于一些内政与国际环境变动因素的共同影响,缅甸对华外交政策进行了一些新的调整,这使得中缅之间的能源合作出现了一些挑战;这些新挑战对中缅能源合作产生了若干负面影响。作为解决办法,加强与缅甸政府及军方的政治沟通,特别是提高与缅甸关键性政治人物的沟通程度,以及强化经济合作联系,是缓解这些挑战的重要出路。

The energy cooperation between China and Myanmar saw a rapid development for a long time in the past. Due to the political mutual trust,mutually beneficial and win- win economic development,and political attention and support from the high level of both China and Myanmar,the cooperation was in a steady and smooth state: its level was high,its range was wide,and its degree was deep. Due to the combined effect of the changes of several factors in its domestic affairs and the international environment,however,Myanmar made some new adjustments to its foreign policy toward China during the last two years,some challenges therefore emerged in the energy cooperation between China and Myanmar,and these new challenges had a number of negative effects on the energy cooperation between China and Myanmar. In responding,strengthening political communication with Myanmar government and the military,enhancing the economic cooperation and ties,and raising the degree of communication with key political figures in Myanmar are important ways to alleviate these challenges.
