Changing International Situation and the Transformation of China's Diplomacy

2013年以来的中国外交已经开始向大国外交"转型"。中国特色大国外交之路的开启和中国外交战略转型基于两点:一是当今世界的变化;二是中国自身的变化。外部环境的变化和中国自身的变化,正在重塑中国与外部世界的关系,这要求中国外交在战略上更加具有国际视野,更加前瞻,更加主动,更具有创造性,即所谓的"战略调整"或"转型"。中国外交还需要进一步解决如何实现战略转型的课题,体现出主动引领和塑造大外交战略的总体设计。

China's diplomacy has begun to ' transform' towards great power diplomacy since 2013. The opening of the road to great power diplomacy with Chinese characteristics and the strategic transformation of China's diplomacy are based on these two points: firstly,the changes in today's world;secondly,the changes of China herself. The changes in the external environment and the changes of China herself are reshaping the relationship between China and the outside world,requiring China's diplomacy has a more international vision strategically and to be more forward- looking,more proactive,and more creative; and this is so- called ' strategic adjustments' or ' transformation'. China's diplomacy also needs to further address the issue of how to achieve a strategic transformation,embodying the overall design to take the initiative in shaping a strategy of grand diplomacy.
