The Institutional Dilemma of Internet Governance and China's Strategic Choices

在信息时代,网络空间的失序状态对全球安全构成了严重威胁。在各种全球治理议题中,网络空间的现有国际合作制度框架最薄弱,亟待解决制度创生问题。网络治理的制度创生不应依靠单维的以国家为中心的治理架构,而应该确立一个复杂的多层次、多管道、多类型共存的全球性合作架构。中国应该把握这一制度创生的关键期,塑造网络空间的合作战略文化,倡导新安全观,推动网络安全领域的国际合作。

In the age of information,the disorder state of cyberspace poses a serious threat to global security. Among various topics of global governance,the existing international institutional framework for cooperation in cyberspace is the weakest,and the issue of creating institutions needs to be solved urgently. The creation of Internet governance institutions should not rely on the one- dimensional structure that is centered on nations; rather,what should be established is a complex architecture of global cooperation in which multiple levels,multiple channels,and multiple types coexist. China should take advantage of this key period of institutional creation to foster the culture of cooperation strategy in cyberspace,advocate for a new concept of security,and promote international cooperation in the field of Internet security.
