Governance-Type International Mechanism of the BRICS Countries:Its Meaning and China's Performance

国际机制因主导性国际力量中心及其选择的合作方式的不同而存在类型的差别,主要有:实力型、文化型、实力文化型和文化实力型。自近代以欧洲为中心的国际体系诞生以来,历史和现实中形成的国际机制类型主要有:统治型、管理型、治理型和欧盟型,它们正好可以与实力型、文化型、实力文化型和文化实力型相匹配。历史中,英国建立了统治型国际机制,美国建立了管理型国际机制;现实中,治理型国际机制正在成为主导;未来则有可能参考欧盟型国际机制。历史的演化、现实的逻辑都显现了治理型国际机制在一定时期内的必然性。当前国际格局正处在变革的时期,以金砖国家为代表的新兴大国集群成为国际社会的一支重要力量,并开始承担全球治理创新的重要角色。依据金砖国家对自身的定位,它将可能建立治理型国际机制。中国在其中的作为至关重要,目前应重点推进金砖国家金融组织建设。金砖国家机制将是中国外交由内而外、由地区到全球成为建设性大国的重要平台。

International mechanisms have different types due to the differences of dominant international power centers and the ways of cooperation they have chosen. There are mainly four types: strength- type,culture-type,strength- culture type,and type of cultural strength. Since the birth of the Eurocentric international system in modern times,the main types of international mechanisms formed in history and reality are: domination- type,management- type,governance- type,and EU- type,and they just match with strength- type,culture- type,strength- culture type,and type of cultural strength. Historically,the Great Britain established a domination- type international mechanism,the United States established a management- type international mechanism; in reality,governance- type international mechanism is becoming dominant; and in the future the reference is likely to be EU- type international mechanism. Both the evolution of history and the logic of reality show the inevitability of governance- type international mechanism in a given period. The current international situation is in a period of change,the cluster of emerging powers represented by the BRIC countries has become an important force in the international community,beginning to assume an important role in innovation of global governance. Based on the self- positioning of the BRIC countries,they may establish a governance- type international mechanism,in which China's conduct is critical and currently it should focus on promoting the construction of the financial organization of the BRIC countries. The mechanism of the BRIC countries will be an important platform for China to become a constructive global power by way of its diplomacy moving out from the inside and to the globe from the region.
