经济视角下的中国国家安全委员会决策

Decision-making of China's National Security Commission under an Economic Perspective

谈及国家安全委员会,学术界论述最多的是美国等国国家安全委员会如何应对战争与政治危机,如何作为国之重器执掌攸关国家生存与安全的大战略。现有的研究多聚焦在国家安全委员会在维护传统政治军事安全中的地位与作用,对经济视角的关注度明显不够。与此同时,经济在国家安全决策中的分量迅速增大,它既是基础,又是目的,还是手段。本文拟从经济评估、经济安全和经济手段三个方面探讨经济因素在各国国家安全委员会决策过程中的重要地位、作用和影响。在此基础上,针对中国国家安全委员会的职能和运作,分别就如何做好经济评估、确保经济安全和用好经济手段提出相应建议。

Talking about the National Security Commission,most discussion in the academic circle is concentrated on how national security councils of the United States and other countries respond to wars and political crises and how the National Security Commission as an important organ of the state take the helm of the grand strategy that is crucial to national survival and security. Existing research focuses more on the status and role of the National Security Commission in maintaining traditional political and military security,while the attention paid in an economic perspective is obviously not enough. Meanwhile,the weight of economy increases rapidly in the decisionmaking of national security,in which it is the foundation,not only a purpose but also a means. This paper intends to explore the important status,the role and the influence of economic factors in the decision-making process of national security committees around the world from the three aspects of economic assessment,economic security and economic means. On this basis,for the functions and operations of China's National Security Commission,it offers corresponding recommendations for how to carry out good economic assessments,ensure economic security and make good use of economic instruments.
