Some Thoughts about Having a Say on Antarctica

话语权的重要意义之一在于其对国际关系的建构作用。由于南极在领土主权和法律条约层面存在种种不确定的情况,话语权对南极事务的建构作用尤为突出,且呈现出多元竞争的局面。南极话语权的博弈不仅体现在多元化的话语主体之间,也体现在多面化的话语议题之间,话语权的建构路径也有所不同。话语权之争使得南极区别于一般的国际事务,在权力政治之外,更富有道义和科学的色彩。

One of the important significance of having a say is its role in constructing international relations. Its role is particularly prominent in structuring the Antarctic affairs because there are various pending issues of Antarctica in terms of territorial sovereignty,as well as on the level of law and treaty,presenting a situation in which multiple actors compete. The Antarctic game of having a say is not only reflected in diverse actors who have or want to have a say,but also reflected among the multi- faceted topics of the discourse,with different paths for constructing the right to speak. The struggle for having a say makes the Antarctica issues different from the international affairs in general,with richer tint of morality and science beyond the power of politics.
