摘要
本文主要从微观的心理学视角来研究作为国际社会的一员,国际行为体如何违反其所拥护的国际规范,并对理性主义与建构主义在此问题上的观点进行了比较分析。本文以欧盟对利比亚的武力干预为例进行分析,认为行为体成功违反现有规范是由于其较好地解决了心理上的"道德困境"。这种解决方式主要依赖于行为体对现有规范进行重新框定和解释,以及将目标进行污名化的策略。
Mainly from the microscopic perspective of psychology,this article explores how an international actor,being a member of the international community,violates international norms that they support and maintain,and makes a comparative analysis of the rationalist and constructivist points of view on this issue. This paper takes the European Union's military intervention in Libya as a case to study,arguing that the actors who successfully violate existing norms are the ones who have found a better solution on their psychological 'moral dilemma. 'The way of this solution mainly depends on the actors reframed and reinterpreted existing norms,as well as the strategy for stigmatizing targets.
