摘要
21世纪以来,有关话语权和国际话语权的论题日渐成为中国与外部世界沟通的一个重要内容。伴随着中国国际地位和国际形象的提升,外部世界对中国的评价并非一面倒的赞词或驳辞,而是夹杂着褒扬、赞同、疑虑、不满、恐惧、诋毁乃至捧杀。在这个过程中,中国如何向世界说明自身的发展道路和模式,不仅需要本国政府人士和各阶层民众的政治智慧和沟通技巧,更需要一大批身居海外、熟悉和了解当地社会和文化的学界人士,在国际语境中向世界阐明他们心目中的中国以及中国发展的历史和现实。本文以国际政治中的话语权为视角,探讨在中国与外部世界的互动中,海外华人学者在国际舆论界、学界涉华议题中的话语内容、作用及其局限。
The topic of having a say and an international voice has gradually become an important part of the communication between China and the outside world since the 21 st century. Along with the rise of China's international status and international image,the judgment of the outside world as to China is not one- sided: it is neither exalting nor denouncing; rather,it is a reaction mixed with praise,approval,doubt,resentment,fear,slandering and even attempting to kill with flattery. How China to explain her own development path and mode to the world in this process not only requires the wisdom and communication skills of her own government officials and people from all walks of life,but also needs a large number of the academics who are residing overseas with the knowledge and understanding of local society and culture and are willing to elucidate the China in their minds,as well as the history and reality of China's development,to the world in the international context. In the perspective of getting a say in international politics,this paper explores the contents of discourse,the effects,and the limitations of the overseas Chinese scholars for the interaction between China and the outside world as to the China- related topics in the circles of international public opinion and academia.
