中国正在参与全球发展议程的讨论和设定。然而,作为志在复兴的大国,中国必须更进一步:以把握自身利益与国际公益之间的平衡为基础,主动积极地塑造全球发展议程,使之成为有助于新兴大国乃至全球南方国家发展事业的外部保障。全球发展议程正处于新旧交替的关键节点。针对该议程的当前情势和未来走向,中国必须拟定清晰的应对之策,而不是仅仅保持接触。无论是出于道义责任还是切身利益,全球发展议程都是中国深度参与乃至影响外部世界的关键场域。

China is participating in the discussion and setting of the global development agenda. However,as a great power aiming at revival,China must go further to shape the global development agenda proactively based on the balance of self- interest and the international public goods,making it external safeguard to help the development enterprise of emerging powers and the Southern countries. The global development agenda is at a critical point of transition from the old to the new. In view of the current situation and future trends of the agenda,China must develop a clear strategy to deal with it,rather than just keeping involved. Whether proceeding from a moral responsibility or her own interests,the global development agenda is a key domain in which China is deeply involved and even influences the outside world.
