美国为何会“过度扩张”?——超地区霸权战略模式的解释

Why the United States Overstretched?——An Explanation of the Pattern of Extra-Regional Hegemony

实施超地区霸权战略基于两个条件:一是从体系或结构层面来看,美国必须具有足够的实力优势和有利的安全地位;二是从国内层面来看,美国追求"门户开放"的内因形成了战略意愿。本文在对超地区霸权战略模式分析的基础上提出,从政治和经济上对"门户开放"的追求促使美国安全目标的无限扩大,从而导致美国超出其实力承受范围而走向过度扩张。超地区霸权战略视角下的自由主义意识形态和市场经济具有过度扩张的内在基因。本文还将超地区霸权战略和进攻性现实主义作了区分。

The implementation of the strategy of extra- regional hegemony is based on two conditions: Firstly,seen at the level of system or architecture,the United States must have sufficient advantage of strength and favorable safety position; secondly,seen at the domestic level,the internal causes for the United States to pursue the 'open door policy'formed the strategic willingness. Based on an analysis of the strategic pattern of extra- regional hegemony,this paper argues that the pursuit of the'open door policy'politically and economically has driven unlimited expansion of US security goals,leading the United States to be overstretched by going beyond the scope of its strength that can sustain. The liberal ideology and market economy under the perspective of the strategy of extra- regional hegemony has the inherent gene of overstretching. The article also makes a distinction between the strategy of extra- regionalhegemony and offensive realism.
