中国参与塑造国际规范:需求、问题与策略

On China 's Participation in Shaping International Norms:the Needs,Issues and Strategies

伴随自身影响力的进一步提升和外部形势的发展变化,当前中国对国际规范的政策立场已经由单向适应向适应和主动塑造两者并行转变,其中尤以主动塑造国际规范为未来的对外政策之重。如何理解这种政策变化背后的逻辑?笔者认为可以从两方面观察:中国自身发展经历带来的政策需求和基于这种需求而对国际规范产生的变革期待。从现实来看,中国虽然意识到了主动塑造国际规范的重要性,但仍存在许多问题,尤其在具体操作和理念提出层面上面临巨大挑战。这决定了中国需要以更具建设性和创造性的姿态参与到国际规范的变革进程之中。

With further enhance of its own influence and the changes of external situation,China's current policy stance toward international norms has changed from one-way adaption to a parallel transformation of both adaption and taking the initiative to shape international norms in which the latter is especially prioritized for the foreign policy in the future.How to understand the logic behind this kind of changes of policy? The author argues we can observe from the two perspectives:the policy needs out of China's own experience of development and the expectations based on those needs for the changes brought to international norms.From a practical point of view,although China has realized the importance of taking the initiative to shape international norms,there are still many problems,especially enormous challenges faced on the levels both of concrete operation and the formulation of ideas.This determines that China needs to participate in the change process of international norms with a more constructive and creative attitude.
