周边外交“亲诚惠容”新理念及其实践

The New Concepts and Practice of Amity,Sincerity,Mutual Benefit and Inclusiveness in the Periphery Diplomacy

本文结合当前中国外交的语境,深入分析我国周边外交新理念的内涵。本文认为,"亲诚惠容"体现了中国的大国气度和情怀,表现了更"积极有为"的心态,但也需要加强对"信"(信念、价值、感召力)这方面的建设。当前推进"亲诚惠容"外交理念的工作,应重视中国特色周边外交的理论构建和政策体系建设工作,应构建起"力—利—义"三位一体外交策略,将其与"一带一路"战略进行有机结合。

Combined with the context of the current Chinese diplomacy,this paper provides an in-depth analysis of the connotations of the new concepts of China's periphery diplomacy. This paper argues that 'amity,sincerity,mutual benefit and inclusiveness'embodies China's generosity and kindness as a great power,showing a mentality that is more 'positive and proactive. 'It also stresses the need to strengthen'xin'( beliefs,values,charisma) in this regard. Currently the work to promote diplomatic concepts of 'amity,sincerity,mutual benefit and inclusiveness'should focus on the construction of a theory and a policy system of periphery diplomacy with Chinese characteristics,build a diplomatic strategy that is the union of power,benefits,and righteousness,'and integrate organically with the 'One Belt,One Road'Initiative.
