在反思信任危机中寻求信任重建的出路

In Search of a Path for Trust Rebuilding through Reflections on Trust Crisis

近代以来的整个社会建构是基于两个维度进行的:一个是法治;一个是科学。然而,人类在20世纪后期却进入了一个新的历史阶段,全球化、后工业化浪潮扑面而来。在全球化、后工业化进程中呈现出来的高度复杂性和高度不确定性也使近代以来所建构起的全部生活方式、行为模式和治理模式都变得不再适应,从而提出了寻找新的社会建构基点的要求。其中,信任是一个不可或缺的维度,因而,我们提出了信任重建的问题。当这一问题提出后,我们立即就发现,围绕着信任的问题有着许多需要理论探讨的内容,诸如对信任的科学界定、信任的发生机制、政府行为如何增益于信任、信任的功能等问题,都是需要加以研究的课题。

Social construct in recent human history has two basic dimensions: the rule of law and science. However, the 20 th century has witnessed industrialization and globalization, moving the society into a new historical era. The traditional lifestyle no longer fits in our time of high complexity and uncertainty.Thus, we need to look for new dimensions for our social construct. Among them, trust is one. For this reason,we propose for the rebuilding of social trust. Immediately following this proposition are many theoretical questions such as how we define trust, its mechanisms, and its application in public administration.
