Provision of Essential Public Services——A Global Perspective

基本公共服务体制在发达国家已经实施多年,至今遇到的问题颇多,诸如不平等、财政紧缩、失业率上升、福利急剧削减、需求不断扩大等。新自由主义大大改变了发达国家的收入分配格局,第二次世界大战之后形成的比较合理的利益格局被打破,财富向少数人手中急剧集中,改变了利润和工资各自在总收入中的比例,收入分配状况恶化。这些,都要求在完善基本公共服务体系,推广政府购买服务的探索中从深层次考虑并加以研究。

Essential public service provision has been implemented in developed countries for many years.In recent years,many problems have emerged.Problems such as inequality,shrinking public finance,rising unemployment rate,abating welfare,and ever growing demands persist.Neoliberalism,which has been in vogue in the past few decades,has altered the distribution pattern of these countries and tipped off the balance between the rich and poor after the Second World War.Wealth started to concentrate into the hands of a few.These lessons are important for China in its process to reform and promote its own public service provision system.
