摘要
近年来,政府出台多项政策措施清理小产权房,但效果并不明显,其根本原因在于未能消除小产权房产生的根源。小产权房是城乡二元化住房制度的产物,是城乡住房市场扭曲对接的结果。因此,彻底根除小产权房离不开城乡住房制度的改革与调整。文章基于城乡住房市场二元格局的视角,运用理论分析和市场调研的方法分析了小产权房产生的内因与外因,在此基础上提出通过统一城乡住房市场彻底根除小产权房的解决思路,并阐述了统一城乡住房市场的原则与途径,最后利用北京市的调研数据和案例进行了实证分析。
In recent years,the government has made many policies to clean up the limited-propertyrights housing market,but the effect is not obvious,for the root cause of the existence of the limited-property-rights houses has not been removed.Houses with limited property rights is the product of the urbanrural dual housing system.To completely eradicate the problems associated with the limited-property-rightshousing market requires a complete reform and adjustment of the dual urban-rural Housing System.This paper theoretically and empirically studied this issue and advanced strategies for its resolution.
