摘要
地票交易制度建立在城乡建设用地增减挂钩制度之上,其创新之处在于运用用地指标市场化配置农村土地发展权,这不仅有利于发现其真实价格,降低交易成本,而且也提高了农村土地资源的配置效率。重庆市的地票交易制度还需完善,应该考虑将受规划限制的农业用地发展权配置纳入地票交易制度之中,通过土地要素的流动带动其他生产要素的流动和户籍制度的改革,从而打破城乡之间长期存在的二元樊篱。
The principle of land quota certificate trading system is similar to that of hook system of urban and rural construction land index.The innovation is that it marketizes land use index to allocate rural land development rights.This will not only be beneficial for finding the real price,but can also lowering transaction costs,and improving the allocation efficiency of rural land resources.The practice of land quota certificate trading system in Chongqing still needs to be improved.The allocation of agricultural land development rights which are restricted by urban plan should be moved into this trading system.The transaction of land use should be able to mobilize the transaction of other elements of production and the reform of China's residential registration system so that the long standing dual sector barrier between urban and rural areas could be removed.
