地方政府间伙伴关系:跨域治理的解困之道

Collaborative in Local Government: A Cross-regional Solution

部分与整体相互作用、地方政府之间相互协调对国家总体发展影响明显。我国地方政府间有竞争失序之势,引发区域不协调和城乡鸿沟,在环境污染、海域划分、跨界纠纷等方面均有所体现。地方政府间伙伴关系的建立应从破除行政层级角度入手,打破自上而下的思维惯性,倡导多元化和尊重地方独立性;搭设地方政府间平等沟通的对话平台,营造民主协商的氛围,推动区域间协同创新;建构跨区域治理网络体系,打破城乡二元分化,提升区域竞争力。

The interrelationships between central and local governments,as well as among different local governments themselves,can exert pernicious influence on China's overall development.However,owing to the competition disorder,there have been an increasing number of regional conflicts and rural-urban inequalities on the aspects of environment pollution,sea border demarcations and cross-regional disputes,which seriously impeded the overall development of China.To solve this problem,the partnership approach is proposed in this paper to break the rigid hierarchy and boundaries within different entities of our government.It respects and advocates the independence and uniqueness of each entity by creating a democratic atmosphere and constructing aplatform for communication and corporation.It also ties to set up an effective network system to reduce the dual structures of urban and rural development and enhance regional competency.Only through this way,can we expect our country's prosperity.
