摘要
大部制改革是权力结构与治理结构互动优化的过程。在宏观层面,推进大部制治理结构的优化需要以战略性价值作为规范,以此防止改革的碎片化。同时,需要在整体视野下统筹党政大部制改革,开发存量治理资源,并以非均衡的权力配置模式,实现权力变革的配置效率。此外,通过差别化的动力源建设来实现自我结构性优化。在中微观层面,则需要信息共享机制、法制化协调机制、以行政质量评估为中心的反向促进机制、责任共担机制等来促进合作治理格局的形成。
The super ministry reform is an interactive optimization process of the power structure in the government.At a macro level,this process needs to be guided by a strategic value so as to prevent the fragmentation of the reform.The reform should also have an overall plan in order to maximize the efficacy of resource allocation.Moreover,the structural differentiation should be realized through the construction of multi-sources of motivation.At the medium and micro-level,information-sharing mechanism,the evaluation mechanism,and the responsibility-sharing mechanism should used to promote the formation of a reasonable collaborative governance.
