Government Participated Venture Philanthropy:Model,Mechanism and Policy

作为创新社会治理在公益慈善领域的积极实践,政府已经成为我国公益创投事业中的主导力量,然而政府究竟应该以何种方式开展和推广公益创投还有待深入研究和探讨。本文拟将公益创投看做是社会主体通过对社会目的组织进行人力、金融和社会资本的投资以实现公益慈善事业"撬动性改变"的复杂行为过程,通过对我国地方政府参与公益创投的实践进行透视,以案例分析和实证研究为主要手段,探索政府参与公益创投的模式选择、机制设计和政策创新,以期为处于初创阶段的政府参与公益创投提供指导。

As a social governance innovation,Chinas government has actively participated in venture philanthropy and has become a dominant force.However,whether the government should,or how it should participate in this kind of investment remains an understudied question.This paper is an effort in this regard.The authors maintain that venture philanthropy is an effort of the primary social entity to realize its public interest philanthropic goals by investing in social organizations by providing social,human,and financial capital assistance to levering change.It is a complex process.Through the study of local governmentsventure philanthropic efforts,the study explores the models,mechanisms,and policies that may guide the practice of Chinese governmentspractice in venture philanthropy.
