协商式政策分析——新一代政策研究途径及其本土化探索

Deliberative Policy Analysis and a Localized Model in China

政策分析迫切需要将科学的研究和政治情境下的博弈、协商结合起来,需要对政策分析师在政策过程中的角色和作用进行重新定位,以顺应公共参与时代的要求和政策制定民主化的大潮。协商式政策分析能够为此提供新的思路,它通过将政策分析和公共协商有效结合,试图为政策制定提供新见解。本文首先分析传统政策分析面临的挑战,继而梳理协商式政策分析的理念,然后介绍利益博弈政策实验方法,这种方法可以视为协商式政策分析的一种本土实践,它也初步表明协商式政策分析具有现实可行性。

In the age of public participation and democratization,policy analysis is required to integrate scientific studies with judiciously considering of political bargaining and negotiation,and to reposition the role of policy analysts.Deliberative policy analysis(DPA)provides a new solution,which attempts to reframe policy analysis through combining policy inquire with public deliberation.This article examines the theoretical challenges to traditional policy analysis,and presents DPA,particularly its principles,as prospective responses.Based on these,the article brings the Experimental Policy Research Methodology,a localized model of deliberative analysis in China,to demonstrate that DPA can be feasible in practice and adapt to specific policy-making context.
