中国公共行政学研究的最新进展与展望——以《公共管理学报》为例的考察(2004—2013)

A Review of Public Administration Research in China and an Outlook for the Future——A Content Analysis

通过对国内公共行政学代表性期刊《公共管理学报》近十年(2004—2013)所刊的论文,进行文献计量分析以及引文分析,对国内公共行政学的科学共同体、研究对象与研究领域、研究方法体系等进行全面的分析,透析国内公共行政学研究的最新进展。可以看出,最近十年国内公共行政学的学科定位进一步清晰,构建了以公共价值为指引、以政府行为为核心、辐射多元主体的公共行政研究域;研究方法进一步提升,实证分析和经验分析趋于主流。但是,公共行政学研究仍然存在"学科身份认同需要加强"、亟须回应"中国大问题"的缺陷。

Through a biblimetric content analysis of the articles published in recent tend years(2004-13) by the Journal of Public Management,the authors have identified the disciplinary orientation,areas of study,researcher community,and methods used in domestic public administration research.Evidences show that in the past ten years,the discipline of public administration has gained clarity in its research foci.It has formulated multiple areas of research guided by public values and government practices.Research methods have been significantly improved,and positivist and empirical analyses are the norm.However,the field is still in need of strengthening its scholarly identity and be positioned to answer China's 'big questions' in public administration.
