The Way Leading to the Postmodern Public Administration——A Review of the Book Postmodern Public Administration——Toward Discourse

治理的合法性与正当性是公共行政一直追求的目标。随着现代社会的发展,传统的治理模式已经失去活力,暴露出各种弊端,不再适应当前公共行政发展的需要。作为传统治理模式替代品的宪政主义和社群主义也有着各自的不足,也不是理想的后现代公共行政治理模式。在这样的时代背景下,《后现代公共行政——话语指向》一书系统地分析了传统治理模型的弊端及其产生的原因,并指出任何对公共行政的修正都是不彻底的,还没有出现科学的传统理论的替代模式。为此,该书作者在前人研究的基础上,吸收和借鉴相关理论,提出了公共行政话语理论,并将其作为通往后现代公共行政的道路。公共行政话语理论的提出对于提升治理的正当性,体现公共利益,改善民主状况等都是大有裨益的。

The legitimacy of governance has been a permanent pursuit of public administration.With the development of modern society,traditional governance model has lost its vitality.Against this background,the Book 'Postmodern Public Administration-Toward Discourse' is published.It analyzes the strengths and shortcomings of the traditional governance model,argues that in spite of its loopholes and problems,its alternatives have not really appeared,systematically,indicating that any amendments of public administration are not complete,the alternative model of traditional theory has not yet appeared.The proposed constitutionalism and communitarianism are not efficient replacements.For this,the authors proposed a public administration discourse theory that can significantly contribute to legitimacy,public interest,and the practice of democracy.
