摘要
行政伦理建设法治化论题的提出是基于哲学行政的认知方式对经验行政的认知方式与科学行政的认知方式的反思与补充。中共"十八大"以来,依法治国被赋予全新的时代意义,法治的执政方式成为革新行政管理、创新社会管理方式的重要治理工具;而行政伦理建设则寻根价值取向与公共行政活动的统一,两者的统一能够促成价值的彰显。行政学产生与发展的历史进程,深刻地揭示了这一价值彰显路径。
Rule of Law and Administrative Ethics are two important governance tools.They contradict and compliment one another.Since the Eighteenth National Congress of the Communist Party of China,rule of law become an emphasized governance strategy.How to make good use of the rule of law to articulate and diffuse administrative ethics thus became an important concern.A review of the administrative history has revealed lessons of some paths of their integration.
