公共行政研究中的理论预设批判

A Critical Understanding of the Importance of Assumptions in Public Administration Theory Building and Application

每一种理论的产生都以它所处的社会历史环境为自己的存在性约束或前提,而预设指的就是用来规范这些理论的前提和约束条件。它们是理论研究的逻辑起点,常常以假设、先设、前提、前设、背景等名词出现在研究中。要发展公共行政理论,构建本土化的公共行政学,优化公共行政实践,就必须认真考察作为现有公共行政理论与实践起点的理论预设是否有相应的本土实践的基础。否则,这些理论的本土适用性就会大打折扣。

As a field of study,public administration has its own theoretical assumptions.To what extent these assumptions can be shared across culture and nation states is a critical question often times being ignored.This paper,through a review of the observations of important theorists,argues that in order China has more applicable public administration theories,it is important for scholars and theorists to pay close attention to the congenial relationship between the assumptions and practical local experiences.
