保障房分配均等满意度评价研究——以北京市为例

Evaluation of Equalization Satisfaction Level of Affordable Housing Distribution

本文基于基本公共服务均等化理论和住房保障理论,结合保障房分配制度的特点,以保障房分配均等化和对其满意度为主要研究内容,以北京市为例,通过构建保障房分配均等化和对其满意度的指标体系,采用多层次灰色关联综合评价模型对北京市保障房分配过程中均等化满意度进行评价。研究结果显示,北京市保障房分配制度均等化的总体满意度优于中等水平,住房保障分配各环节满意度从高到低依次为:分配机制、审核机制、准入机制和配后管理,最后针对评价结果提出界定合理的住房保障范围、细化住房保障审核口径和加强住房保障技术支持手段等政策建议。

Proposed affordable housing services equalization proposition is to ensure that affordable housing policies play a practical role and distribute public resources in the community fairly and equally.Based on the theory of basic public services and housing security theory,combined with the characteristics of affordable housing allocation system,the main research content of this paper is the affordable housing allocation equalization and its satisfaction.Based on domestic and foreign experts' research in the equalization of basic public services and affordable housing distribution policies,I explain the affordable housing allocation equalization and its satisfaction evaluation methods based on Beijing,and put forward policy recommendations to improve the national affordable housing distribution service equalization.
