合作治理:社会治理变革的新探索——中国“合作治理”研究(2000-2016)文献综述

Research and Prospect:Literature Review on China's Cooperation Governance Research at the Beginning of the 21st Century(2000-2016)

近年来,中国社会治理实践呈现出合作的倾向,关于治理中的"合作"议题研究也呈现出方兴未艾之势。面对合作的行为与思想交织而行的当下,"合作治理"理念的认同感虽然逐渐生成,但却屡遭实践生成与理论建构脱节的问题。为了避免合作治理研究陷入诸如各自为营、莫衷一是、"稻草人批判"等困境,我们有必要对"合作治理"开展基于研究现状的梳理。基于新时期中国关于"合作治理"的研究成果,从基础研究和专题研究两个部分展开文献分析,发现中国对"合作治理"的研究存在研究背景把控不当、概念辨析模糊、整体性认知不足等现象。通过对中国最新研究进展和动向的审视,最终表明:合作治理的理论与实践研究应始终立足于全球化和后工业化的视域,秉持行动主义路径的研究原则,启用相似性思维,在社会网络化结构中开展基于治理行动者及其关系、行动规范、合作实践考察等维度的新型考察研究。

In recent years,China's social governance practices tend to be cooperative,the issue of 'cooperation' of which gets to become a hot topic.With the cooperative behaviors and ideas in mind,people have accepted widely the 'cooperative governance' pattern.However,introducing the pattern of 'cooperative governance' is hindered by the processes of production of practice and theory construction.In order to prevent the research on cooperative governance from falling into disorder in which every theoretical school of thought insist that their ideas are correct,denying others' correctness by criticizing others' non-existent theory,it is necessary for us to carry out a literature review on 'cooperative governance' based on the previous studies.Based on the research findings of 'cooperative governance' in china during the new period,this article will organize this article from two aspects,namely,the basic researches and the special researches.Through analyzing the phenomenon of improper control of the research background information,the ambiguous concepts recognition and lack of overall cognition and the newest research direction of this issue,this article finally aims to reveal that the theoretical and practical researches on cooperative governance should adopt the behaviorism principles and similar thinking,based on global and post-industrial perspectives,forming the new type of research in the social networked structure in which multi-dimensioned researches including administrators and their mutual relationships;the behavior rules and cooperative practical inspection are carried out.
