回望公共行政从政治科学分离出来,并发展成为独立的领域、学科、科学、职业和艺术的历史,《霍尼报告》对美国公共行政领域的高等教育产生了深远影响。2017年恰逢报告发表50周年。本文回顾了《霍尼报告》的历史背景、主要内容及其引发的争论。面对全球化、城镇化和信息化的发展转型带来的挑战,对于身处"问题多于答案"时代的我们,《霍尼报告》仍然余音绕梁。
When we look back at the development of public administration from the sub-discipline within politics science to an independent field, discipline, science, career, and art, the impor tance of Honey Report becomes evident. It has left a significant mark on higher education of public administration in the USA. 2017 falls on its 50^(th) anniversary. This paper recaps the background of the report, main points in the report, and the controversy on the report. In the author's opinion, facing the challenges of the globalization, urbanization, and informatization development transformation, Honey Report is still thought-provoking in the age of 'more questions than answers'.
