新加坡高校人才战略的理念建构和实践运作——以南洋理工大学为例 被引量:9

摘要 作为一个自然资源匮乏、独立仅半个世纪的小国家,新加坡却是世界上最发达的国家之一。究其原因,人才战略发挥了至关重要的作用。本文从新加坡人才战略的制定思路与政策措施入手,以南洋理工大学的人才引进、培育和评估为具体个案,分析人才培养在高等教育发展中的核心作用。本文分为五部分:第一部分探讨新加坡人才战略的制定思路和现行做法及影响;第二部分介绍南洋理工大学近年来在教学和科研领域的发展;第三部分分析该校人才战略的具体内容和实施方式;第四部分探讨师资绩效考核的内容和程序;第五部分为结语部分,讨论新加坡高校发展的借鉴意义,探讨它对当前中国高校建设"双一流"(一流大学和一流学科)的启示。 Despite being a small country without any natural resources,Singapore has emerged as one of the richest nations in the world, thanks in no small part to the significant role of talent strategy and human resource management policy. This article is mainly concerned with the formulation and implementation of talent strategy and its role in higher education by a detailed case of Nanyang Technological University(NTU) and with the implications for China as it embarks on the process of building world-class universities. This article is structured into five parts. The first section discusses the formulation of talent strategies in Singapore. The second part is a brief introduction of NTU's development in education and research over the past decade. The third part examines the specific policies and procedures relating to recruitment and nurturing of faculty members at NTU. The fourth section discusses the contents and procedures of faculty members' performance appraisals. The conclusion puts forward lessons other countries may learn from Singapore's experience in developing its higher education.
