新中国"党建国家"和"党治国家"的历史与现实,在基层治理中体现为"党治基层",这是理解当代中国基层治理的实践基础和逻辑起点。近年来,中国共产党通过"再组织化"、功能转型及各类组织创新,巩固了党在基层的执政基础、提升了基层治理绩效,但也出现了诸如活动边界不清、现实行动困难以及运行成本高等问题。需要党以公共价值创造为引领,通过实质赋权、体系建设、利益协调和工具优化等,实现党自身的"治理转向"和提升基层治理现代化水平。

The history and reality of "Party-building country" and "Party-rule state" in New China are reflected in the primary level governance as "the Party Governs Primary Level",which is the practical foundation and logical starting point for understanding primary level governance in contemporary China. In recent years, through reorganization, functional transformation and various organizational innovations, the Party has not only consolidated the party's governing foundation at the primary level but also improved the performance of primary level governance. However, it also led to a series of issues such as unclear boundaries of activities, difficulties in actual operations and high operating costs. The Party needs to take the lead of public value creation and realize its own "governance shift" and enhance the modernization of primary level governance through substantive empowerment,system construction, interest coordination and tool optimization.
