摘要
本文聚焦于城市基层政府社会治理最重要的功能之一——公共服务供给。文章讨论了公共服务供给中国语境与地方改革实践出现的新趋势、新特点。基于多地调研、问卷调查与二手数据及资料,研究讨论了各地基层公共服务供给模式创新的多个案例,并考察了"前段需求感知""流程再造""满意度监测""服务购买"等多项政策工具。文章认为,中国城市基层公共服务供给正在形成行政供给、行政主导、社会供给"三驾马车"并存的模式,同时反思既有问题并提出政策建议。
The article explored the patterns of public service provision in urban local China.Based on in-depth interviews at serval localities, survey data and secondary resources, the article examined policy instruments including demand-detection, process-reenginerring, satisfication monitoring,service purchase and so forth in local experiments. It argued that a triangular pattern of executive provision, executive domination and societal provision has been emerging. The article also discussed the current policy deficits and provided corresponding policy suggestions.
