摘要
工资和福利是公务员激励保障体系的重要组成部分,当前我国公务员养老保险"并轨"改革为公务员工资改革带来了机遇和挑战。公务员工资、福利乃至非经济性报酬都会对公务员产生重要影响,在养老保险并轨背景下政府应借鉴全面报酬的理念对公务员工资进行改革,加强公务员工资水平的顶层设计,建立公务员工资调查比较机制,科学地确定和调整公务员工资,并进一步加强公务员工资的规范管理。
Both compensation and benefits are important parts of civil service incentive and security system. The reform of merging pension systems in China has brought opportunities and challenges for the reform of compensation system. Compensation, benefits and even non-financial rewards will have great impact on civil servants. In the context of merging pension systems, Chinese government should reform the compensation system based on the principle of total rewards theory.The relative policy measures include performing the top-level design of civil service compensation system, establishing the compensation survey and comparison mechanism. and strengthening supervision of civil service compensation system.
