“一带一路”战略与合作治理效果——基于市场分割影响出口效益的实证分析

Investigation for the Effect of Cooperative Governance in the “Belt and Road”:An Empirical Study on the Influencing Mechanism of Export Efficiency by Market Segmentation

"一带一路"是一项开放的宏观战略,通过开放性和规范制度建设促进合作治理。本文利用2011-2016年31个地区对"一带一路"沿线国家的出口数据,采用随机前沿引力模型等定量研究"一带一路"战略影响出口效益的机制,考察其促进合作的效果:"一带一路"战略提高了18个重点地区的出口效益;当控制市场分割程度,出口效益值变小,但对13个非重点地区的出口效益没有影响,即"一带一路"战略通过降低市场分割提升了出口效益;最终基于市场分割指数、平行趋势检验等进行稳健性检验得出实证结果一致性。但研究显示,"一带一路"战略下的出口效益有提升空间,需要进一步强化合作治理。

The"Belt and Road"is an open platform and a macro strategy that promotes cooperative governance by building openness and normativity.Based on the export data along the nations in the"Belt and Road"from 31 regions in 2011—2016,this paper uses the Stochastic Frontier Gravity Model to quantitatively study the impact of the "Belt and Road"on export efficiency and its mechanism.First,the"Belt and Road"has boosted export and export efficiency of 18 key regions.Second,when controlling the degree of market segmentation,the value of export efficiency becomes smaller but the export efficiency of 13 non-key regions have no change which shows the"Belt and Road"has boosted the export efficiency by reducing market segmentation.Thirdly,this paper uses the financial market segmentation index and parallel trend test do the robustness test and the conclusion is consistent. However,the export efficiency should be improved and we need to strengthen cooperative governance under the"Belt and Road".
