任务型治理:一种新的政府治理方式

Task-Based Governance:A New Way of Government Governance

任务型治理是在批判和吸收传统政府治理方式基础上而提出的一种新的政府治理方式。它有别于科层制的以等级和权力为核心的建构原则,任务型治理围绕着特定的任务来开展公共事务治理工作,这是对以往政府治理方式的创新和突破。尽管任务型治理在共事务治理中有利于应对风险问题、降低治理成本、提供公共服务以及促进共享发展,但是依然面临着目标冲突挑战、问责机制缺陷、管理问题威胁、固有矛盾凸显等现实困境。问题的关键不在于简单的拒绝任务型治理,而是通过更加完善的制度设计和机制保障能够规避上述问题,从而真正发挥任务型治理的功能价值。

Task-based governance is a new way of government governance based on criticizing and absorbing the traditional ways of administration.It is different from the bureaucratic hierarchy and power as the core of the building principles,on the contrary,task-based governance around the specific tasks to carry out public affairs governance,which is the previous government governance innovation and breakthrough.Although task-based governance is conducive to coping with risks,reducing governance costs,providing public services,and promoting shared development in corporate governance,it still faces challenges such as target conflict,accountability mechanisms,management issues,inherent contradictions and other practical difficulties.The key to the problem is not simply to reject task-based governance,but to avoid these problems through more sophisticated system design and mechanism guarantees,so that the functional value of task-based governance can be truly realized.
