摘要
通过影响公众行为来实现自己的政策主张已经成为学者发挥社会影响力的重要方式之一,然而不同学者在对公众施加影响的过程中扮演的角色却各不相同。该研究以大庆市在引进忠旺铝制品项目过程中引发的群体性事件为背景,分析了具有不同资源的专家学者在群体性事件发生的过程中所扮演的角色及造成角色差异的原因。研究发现,是否拥有与群体性事件针对的政策内容相关的专业知识,即技术资源;是否拥有准入门槛较高的参政议政渠道,即政府资源,都会对学者在影响公众过程中的行动策略产生影响。
Scholars’mobilizing the public to realize their policy views has been one of the important ways to exert their social influence.However,different scholars play different roles while influencing the public.In order to figure out the certain roles and the factors contributing to the role division,this paper uses the case of Daqing’s mass disturbance which happened during the construction of Zhongwang Aluminum Processing Plant.The study finds that two elements would affect scholars’strategy in the process of mobilizing the public.The first element called 'technical resource'refers to scholars’professional knowledge related to the policy which was targeted by the mass disturbance while the latter called'government resource'is whether scholars had access to the governmental and political affairs with barriers to entry.
