摘要
在现代社会,合法性是所有社会行动者都绕不开的一种行为规范。在一个相互依赖的社会中,所有社会行动者都可能对其他社会行动者造成负效用,而合法性规范的功能就是约束所有社会行动者不要采取可能对其他人造成负效用的行为。在20世纪,效用的概念逐渐被绩效取代,合法性规范也转型为绩效合法性,它要求所有社会行动者都要通过不断追求绩效来证明自身存在及行为的合法性。绩效合法性引起了社会科学的政策科学转型,迫使社会科学家通过运用自然科学的方法来帮助政府解决实际问题,由此证明其存在与研究的合法性。同时,不愿政策科学化的行政哲学研究则不断滑向边缘。要寻找行政哲学的可能性,就需要我们超越绩效合法性。
In modern society,legitimacy became a norm of behavior that all social actors cannot circumvent.Since every single social actor may impose negative utility upon other social actors in an interdependent society,the function of legitimacy is to constrain all the social actors from these kinds of behavior.In the 20 th century,the concept of utility was gradually replaced by the concept of performance,the norm of legitimacy was also transformed into performance legitimacy,which require all social actors to prove the legitimacy of their existence by pursuing performance endlessly.This has also led to the policy sciences turn in social sciences,forcing social scientists to solve practical problems in public administration only by applying natural science methods,since they have to prove their existence and the legitimacy of their research in this way.Meanwhile,the research of administrative philosophy,which refuse this trend,has been constantly marginalized.To find the possibility of administrative philosophy,we need to go beyond the limit of performance legitimacy.
