找回行动主义:技术理性失灵背景下公共价值管理研究的展开逻辑

Bring Activism Back in: The Development of Public Value Management Research under the Background of Technological Rationality Failure

在当前西方社会兴起的民粹主义浪潮中,传统公共行政所秉承的技术理性范式陷入了合法性危机,这源于复杂型公共事务治理时技术理性方案的失灵。由于公共行政的外部环境愈发体现出复杂性和不确定性的特征,行动主义范式必将成为技术理性失灵背景下的替代策略。作为公共价值多元流派中的公共价值管理取向,其研究路径从早期公共价值战略行动框架的提出,到后期战略型绩效管理框架的提出,都一直致力于复杂型公共事务的行动主义应对方案。只有在日渐兴起的公共价值研究中找回行动主义这一研究范式,才能够明确未来公共价值研究的重心和展开逻辑,即公共管理者为应对复杂型公共事务所应具备的角色定位、观念模式和管理技能。

In the current populist wave of Western society,the technological rationality paradigm of traditional public administration has fallen into the crisis of legitimacy,which is due to the failure of technological rationality scheme in the complex public affairs governance.As the external environment of public administration increasingly reflects the characteristics of complexity and uncertainty,the activism paradigm will become an alternative strategy under the background of technological rationality failure.As the orientation of public value management in the pluralistic schools of public value,its research path has been devoted to the action-oriented solutions of complex public affairs from the early strategic action framework of public value to the lately strategic performance management framework.Only by bringing the research paradigm of activism back in the rising research of public value can we clarify the focus and logic of future research of public value,that is,the roles,mindsets and management skills that public managers should possess to deal with complex public affairs.
