剩余劳动力转移是一个世界性难题。借鉴域外经验,在中国城乡二元割据渐向一元统筹过渡的历史进程中,中央政府能否选择合理的机制并设计有效的政策以规范剩余劳动力转移?在全球金融危机背景下,中国内地特别是西部地区出现农民工'返乡潮'现象,地方政府又应如何引导并积极促进返乡农民工再就业?本文拟对此予以探讨。

The transfer of surplus labor is a worldwide problem.Learning from the experience of extraterritorial,urban-rural dual separatism in China gradually transition to a dollar co-ordinate the historical process,can the central government choose the right mechanism and design effective policies to regulate the transfer of surplus labor?In the context of the global financial crisis,the Chinese mainland in the western regions in particular migrant workers"returning tide"phenomenon has turned up.How should the local government to guide and actively promote the return of migrant workers reemployment?This paper intends to explore this.
