港口与城市联动发展是港口提升竞争力以及保持长期可持续发展的重要保障,港口经济发展的程度也决定了一个地区能否成为区域经济的增长极,因此推动港口经济发展模式的转型对于提升港口功能、提高港口效益、降低物流成本及带动区域经济发展具有重大意义。研究对港口经济及港城联动发展的一般理论进行了系统论述,并结合经济形势及青岛港口经济发展的相关政策,对港口经济发展进行了详细分析,提出港口经济发展应向具有综合物流服务功能和城市经济发展基地功能的世界第四代港口转型,发挥港口中转、多式联运、临港工业、保税加工及口岸商贸等综合带动作用,促进港口经济、城市经济协调发展。

The interactive development of port and city is the important way to promote the port competitiveness and sustainable development, and the development situation decides whether this district could be the growth pole in the area economy. Thus, the transformation of port economic development will be help to improves the function, enhance the benefit, reduce the logistics cost, and drive the economic development. The paper introduces the normal theory about port development, and follows Qingdao's policy, analyzes the port economic development, proposes that the port should transform into 'the fourth generation port of world' which owns the integrated logistic service and urban economic development function, plays the transit shipment, multimodal transport, harbor industry, bonded processing and harbor commerce roles, comes true the interactive development of port economy and urban economy.
